President Ramaphosa Approves Full Implementation of BELA Act “Effective Immediately”

President Ramaphosa Approves Full Implementation of BELA Act

President Cyril Ramaphosa has officially authorized the full implementation of the Basic Education Laws Amendment (BELA) Act, marking a significant step in South Africa’s education reform agenda. The announcement was made on Friday afternoon via a statement from the Presidency, delivered by spokesperson Vincent Magwenya.

According to the statement, Ramaphosa’s decision follows a comprehensive report submitted by Deputy President Paul Mashatile’s clearing house mechanism committee. This committee conducted extensive evaluations and consultations on the legislation to ensure its alignment with the country’s educational and developmental priorities.

The BELA Act introduces sweeping changes aimed at improving the quality and accessibility of basic education across South Africa. Key provisions of the Act focus on curriculum enhancement, infrastructure development, and stricter accountability measures for schools and governing bodies. The legislation also seeks to address historical inequities in the education system, particularly in under-resourced and rural areas.

“The BELA Act represents a cornerstone in our efforts to ensure every child in South Africa has access to quality education,” said Magwenya. “It underscores government’s commitment to building a strong foundation for the country’s future through education.”

The Act introduces several pivotal changes, including:

  • Mandatory Grade R Attendance: The Act mandates that all children must attend Grade R as part of their compulsory education.
  • Language Policy Adjustments: Schools will now have greater flexibility in offering additional language options to accommodate diverse communities.
  • Strengthened Governance: Enhanced oversight mechanisms will be implemented for school governing bodies to ensure transparency and accountability.
  • Parental Involvement: The Act encourages greater parental participation in the education process, recognizing their critical role in fostering a supportive learning environment.

The full implementation of the BELA Act is expected to bring about transformative change in South Africa’s education system. However, its success will depend on effective execution and sustained collaboration among all stakeholders, including educators, parents, and government officials.

As South Africa embarks on this new chapter, education experts and civil society organizations have welcomed the move, emphasizing the importance of monitoring and evaluating its impact. “The BELA Act has the potential to revolutionize our education system, but it will require commitment and resources to realize its goals,” said a spokesperson from the South African Democratic Teachers Union (SADTU).
